Eng. U Aung


U Aung graduated from Rangoon Institute of Technology as a civil engineer in 1978. Responsible for the development of company both for its resources and their work capacity; coordination of the works of all units; quality assurance of NEPS's works.Planning, Management, Design and Construction Works of A & A Co., Ltd.Provide technical supports & assistance to the projects, by reviewing and checking of technical design calculations and technical reports submitted by contractors. Discussion & meeting with contractors and professional engineers to resolve the issues occurred on site related to the technical matters. Conduct structural analysis and design for small RC structures like foundation for Water Cylinder System and foundation & pump chamber structure for Artwork Sculpture to be placed at Marina Barrage Area. Checking of structural analysis and design for construction of boat lock and control tower structures at Marina Barrage.

 

Senior Civil Engineer
Eng. U Khin Latt


U Khin Latt with 45 years of engineering experiences is the Senior Engineer of NEPS .He graduated from Rangoon Institute of Technology in 1965 and obtained a post graduate diploma in Hydraulic Engineering from International Institute for Hydraulic and Environmental Engineering (IHE) Delft, the Netherlands in 1981. He was trained for irrigation system water management and also as an irrigation network designer and implementation engineer in New England University, Armidale Australia (1986) and by Sanyu Consultant Inc in Japan (1992).
He had been with the Irrigation Department for over 34 years involving in design of earth dams, irrigation and drainage system, flood control embankments and their appurtenant structures. He had designed the Yezin Irrigation System (Yezin Dam Project, 1967 to 1974) which he had also successfully implemented.
He had led the Lower Burma Paddy Land Development Project 1. (Financed by World Bank) survey group which involves providing infrastructures for flood protection, drainage system and navigation locks in the Irrawaddy delta. The works include topographic survey, location survey and proper-settings of drainage structures according to design, covering a gross area of more than 250,000 acres.
He was involved in the feasibility study and implementation of many projects financed by world bank, Asian bank and OECF like
(1) Final feasibility report of Pump Irrigation Phase II (ADB Project)
(2) Final feasibility report of Yin Dam, Sadon Dam and Lower Paddy Land Development Project Phase III ( World Bank Project )
(3) Kinmuntaung Irrigation System Water Management (World Bank) design and implementation.
(4) South Nawin Dam QC, Irrigation System Design and Implementation (OECF)
concerning design and planning of ID Project, he had worked with various consultant, companies; Halcrow U.L.G Ltd., SANYU Consultant and SMEC.
As an Irrigation Director, he has served as Administrator, Designer, Planner and Construction Engineer for years.
In 2003 he joined NEPS and became a counterpart engineer and coordinator with Colenco Power Engineer Co., Ltd.of Switzerland at Yeywa Hydropower Project (YHPP). Since the start of YHPP , he has been involved in the mix design and implementation in Roller Compacted Concrete (RCC). Now, he is the most experienced RCC Quality Control Engineer in Myanmar who has supervised the placement of over 2.4 million cubic meter of R.C.C.
He has jointly written a paper in cooperation with Dr. Malcom Dunstan, U Win Kyi and U Zaw Min San on "Trial Mix Programme and Full Scale Trials for Yeywa Hydropower Project, Myanmar" which was presented at Bangkok Conference, Thailand on 3rd December 2006 and at "5th International Symposium on RCC Dam" at Guiyang, China on 2nd and 4th November 2007.
At present he is a Director as well as an Irrigation Network Designer at NEPS.

 

Senior Water Resources Engineer
Eng. U Wai Phyo


The structural engineer U Wai Phyo is a Civil Engineering graduate of Rangoon Institute of Technology in 1967. He joined the Irrigation Department of Ministry of Agriculture and Irrigation soon after graduation. He started as an assistant engineer in 1967 and retired as a director in 2007. He studied in Delft University, Netherlands during 1974 on deputation to earn a post graduate diploma in hydrological engineering.
During his 40 years of service he served as a design engineer for 15 years. During the tenure as design engineer, he was involved in designs of earth dams, RC spillways and medium-sized hydraulic structures associated with irrigation and drainage works. Then he had worked in Shwebo District, Kachin State, Magway Division and Shan State (South). The responsibilities were the operation and maintenance of irrigation structures, and design and construction of village irrigation structures.

 

Senior Water Management Engineer
Eng. U Kyaw Thein
Assistant Project Coordinator/Laison Engineer


U Kyaw Thein studied civil engineering at Rangoon Institute of Technology and graduated in 1969.
For 39 years in government service, working under different locations in Irrigation Department, he has extensive knowledge and experience on the operation and maintenance of irrigation and drainage works in Yangon, Bago, Mandalay and Sagaing Divisions along with the construction experiences of 5 major dams in Yangon, Mandalay and Sagaing Divisions.

As a director of planning and works branch in the head office of the Irrigation Department from 1998 to 2001, he was responsible for the feasibility study and budget allocation for the planning and works of national and regional irrigation development schemes.
Recently, he is one of senior water management engineers responsible for irrigation and land development works in NEPS.

 

Senior Mining Engineer
Eng. U Kyaw Tint


 U Kyaw Tint is a mining engineer in profession. He graduated from Rangoon Institute of Technology in 1969 and got a Master of Science in mining from University of Queensland, Australia , in 1990. As a faculty member at Yangon Institute of Technology he conducted theory and practical courses to the mining engineering students from 1970 to 1989. As a freelance consulting mining engineer during 1989 to 1999 he conducted private consulting works for local companies in the field of quarried rock production, such as dimension stone extraction, open pit coal mine design, gold exploration at Thabeikkyin gold deposit, Wet-they alluvial gold deposit exploration and Pon Taung railway Tunnelling. From 2000 onward he has worked as a Project Engineer, at Mahanwe Mining and Construction Company, Yangon; as a Mining Engineer at Myanmar Ivanhoe Holding Limited (Gold Exploration) Yangon; as a Senior Mining Engineer at Dragon Cement Company Limited, Southern Shan States and presently as a Project Engineer at NEPS.
 

Senior Engineering Geologist
Eng. U Aye Ko


 U Aye Ko got his B.Sc (Engineering Geology) from Rangoon Arts and Science University in 1970. His wide area of work experiences and practical knowledge as an Engineering Geologist in Irrigation Department spanning from 1970 to 1991 include: test grouting, investigation and quality control of earth filling works at North Nawin Dam Project in cooperation with Consultant Engineers of ENERGO PROJECT of Yugoslavia; various drilling and grouting works at Sedawgyi Dam Project in cooperation with Consultant Engineers of WAPCOS, India; engineering geological investigation for main dam, diversion dam and supervision and planning of geotechnical works at South Nawin Dam Project in cooperation with Consultant Engineers of SANYU Consultants Inc of Japan. At present he is responsible as a senior engineering geologist for geological investigation, supervision and quality control of geotechnical works of NEPS.
 

Senior Water Resources Engineer
Eng. U Aye Myint


U Aye Myint is a civil engineer in profession who graduated from Rangoon Institute of Technology in 1972 and his academic knowledge includes hydraulic works in deltaic areas after he had studied in International Institute for Hydraulic and Environmental Engineering (IHE) in Delft, the Netherlands in 1983.

As a professional engineer, his 35 years of working experiences in the Irrigation Department, Ministry of Agriculture and Irrigation, include investigation, planning, design and implementation of reclamation, flood control, drainage and tidal irrigation in different lowland areas of Ayeyarwady delta, Yangon division, Bago division and Mon states in Myanmar. His later work experiences also include operation and maintenance of different irrigation and drainage facilities together with rural development works situated both in lower Myanmar and in border areas of remote hilly regions of Chin and eastern Shan States in upper Myanmar.

As a director of planning and works in the head office of irrigation department from 2007 to 2009, he carried out financial analysis and budget allocation for the operation and maintenance of existing ID works and newly formulated on - going project works.
His wide range of international experiences and knowledge gained at the training workshop and seminars on integrated water resources management (IWRM) might enhance him in the wise use and proper management of water resources in different areas of water sector development in Myanmar.

Soil and Agro-Economics Specialist
U Than Shwe


U Than Shwe studied post graduate diploma in Soil Survey in International Institute for Geo-information Science and Earth Observation, ITC, Enschede, the Netherlands in 1987. He graduated from Rangoon Arts and Science University, in 1978 and obtained a diploma in Agriculture from State Agricultural Institute, Pyinmana in 1969.
He had been a Deputy Director of Soil Survey in Irrigation Department and 38 year in government services. As the head of the soil survey section, he evaluated and analysed problems related to soil and socio-economic subject for the department. He also prepared some papers for the symposium and seminars held in the department. He carried out as counterpart soil and socio-economic survey to Snowy Mountain Engineering Corporation (SMEC) of Australia in Tank Irrigation Project, as well as with Nippon Koei Co., Ltd. Japan in Yenwe-Pyuntaza Irrigation Project. He also worked from 1970 to 1973 as a counterpart soil surveyor to FAO Soil Expert in Sittaung Valley Development Project.
At present he is a soil and agro-economics specialist at National Engineering and Planning Services Co., Ltd ( NEPS ).

 

Senior Agronomist
U Nyo


 U Nyo took a post graduate diploma course in soil survey in International Institute for Geo-information Science and Earth Observation, Enschede, the Netherlands in 1982.
He has been a senior soil scientist in the Irrigation Department. He had professional experience as Soil Scientist as well as Agronomist for 39 years since he completed his Diploma in Agriculture from State Agriculture Institute, Pyinmana in 1968.
He has been assigned to many soil survey works for irrigation projects in Myanmar, starting his first assignment with Sittaung River Valley Development Project financed by UNDP in 1970. His recent experiences are in preparation of agricultural statistics and socio-economic data for the irrigation area and environmental baseline study of water quality, ambient air and ambient noise conditions for hydropower development on Ayeyarwady River above Myitkyina in 2009.
Considering such factors, U Nyo is proposed as the most suitable professional for the Senior Agronomist post for the proposed study.

 

Senior Wster Works Engineers
Eng: Than Than Soe


Daw Than Than Soe graduated from Rangoon Institute of Technology with degrees, Bachelor of Engineering ( Civil ) in 1976 and Master of Engineering ( Water Resources and Development ) in 1978.
Her carreer spanned from 1977 to date as an engineer in different government department planning and design specializing especially in the water supply, sanitation and drainage works for urban cities. To name some of her carreer works, she was an assistant engineer from 1977 to 1979 in Irrigation Department participated in the design of irrigation and drainage system for Lower Burma Paddy Land Development Project Phase I & II financed by World Bank; an assistant sanitary engineer in 1981-82 designing water supply and sanitation works at water supply and sanitation, planning division of Public Works Corporation; as an assistant director from 1982 to 2003 in Urban Water Supply and Sanitation Planning Division, Department of Human Settlement and Housing Department, performing feasibility studies, urban water supply and sanitation for some settlements and towns all over Myanmar and taking parting ground water resources investigation works in the Department; as deputy director from 2003 to 2010, performing; the irrigation, planning design and feasibility study for water supply, sanitation and ground water resources; as director from 2010 to 2011 responsible for O&M of Parliament Building complex; and currently as senior water works engineer at NEPS.

 

Senior Civil Engineer
Eng. U Aung Kyaw Zan


U Aung Kyaw Zan graduated from Rangoon Institute of Technology in 1977. He has vast experience in water resources development projects locally as well as abroad.

He started his career as an irrigation and drainage engineer in 1978 in Lower Burma Paddy Land Development Project in Irrigation Department, financed by the World Bank. He had been responsible in carrying out design of drainage, irrigation canals, flood embankments and outfall hydraulic structures. Specifically, he spent the majority of his professional time on reclamation and drainage designs.
As overseas experience, he has worked with a construction firm in Bangkok, Thailand in 1995 through 1998.
Since 1998, he was involved in several water development projects designed and implemented by NEPS consultants.
Based on 30 years tenure as drainage and irrigation engineer in Myanmar and Thailand, U Aung Kyaw Zan is proposed as a suitable professional to be employed as Drainage Engineer in the proposed project.

 

Senior Civil Engineer 
Eng. U Win Swe


U Win Swe is a civil engineer graduated from Rangoon Institute of Technology in 1981. His first assignment was a counterpart engineer to Sanyu consultants in the design of South Nawin Irrigation Project and Pump Irrigation and Area Development Project from 1st October 1981 onward in the Irrigation Department. His works also included surveying and construction of irrigation and drainage structures. He was also assigned in the operation and maintenance of Pump Irrigation and Area Development Project up to 1990. His later works included the design and construction of water supply for eight sugar mills and ruby gem land in Myanmar. He was also in charge of a construction team of the NEPS company in pumping stations and treatment plants, mini hydro power plants and bored pile foundation works of some hydraulic structures in different regions of Myanmar.
 

Senior Geomatic Engineer
U Myint Sann


U Myint Sann has been working as a leader of geomatic engineer, since NEPS had been established. After he had finished his Bachelor of Engineer (Civil) Course from Rangoon Institute of Technology (RIT) in 1981, he joined the Civil Engineers Construction Cooperative (RIT) and served in topographic survey works. During his service in NEPS, some of the topographic survey works he had completed are Shwe Kyin hydropower project (DHPI) dam site detailed map, irrigable area topographic survey for Shwetaung Co., Ltd., Tabak Hydropower Project topographic map and topographic maps for many agricultural land reclamation projects. One of his challanging works is the completion of field survey works and submission of results in digital format to the client Katahira and Engineers International of Japan within a very limited time available in carrying out the survey works for the existing road of about 70 km long and for a small hydropower scheme.
 

Computer System Administrator
U Myat Min Latt


U Myat Min Latt graduated from University of Yangon in 1996. He started his computing and information profession as a computer operator in the Irrigation Department's Design branch, computer section in 1992. He was involved in several Irrigation projects as data processor and assisted in the preparation of reports.

He joined NEPS as a computer system engineer in 1998 and contributed his expertise in several water development and other projects as computing & information technical support. He gained a Bachelor of Science in Computing and Information System Degree from London Guildhall University in 2002.

His computing and planning skills were shown in a challenging topographic survey project as an IT team leader. Due to the time limitation the survey team had to use several kinds of measuring devices, digital and analog data and different application to collect the data and finally merge into a digital topographic map.
In 2003 he was assigned to Colenco Power Engineering (CPE), as a NEPS counterpart staff for Yeywa Hydropower Project (YHPP). CPE is the designer and construction supervisor of the YHPP in Myanmar. YHPP is the highest and biggest RCC dam among south east Asia the installed units capacity of which is 970 MW. As a computer system & planning engineer he has established and managed LAN and other IT relative devices, has also developed and maintained several database systems for drawing process and dam instrumentation database of Yeywa for dam monitoring in conjunction with CPE.
